South Carolina Medicaid home care programs: what we have verified so far

South Carolina Medicaid is run by South Carolina Health Connections Medicaid. We could not read the state's program pages when we wrote this, so this page lists only what Medicaid.gov confirms and where to ask.

Medicaid in South Carolina is run by South Carolina Health Connections Medicaid. We could not read the state's program pages when we wrote this: pages on scdhhs.gov returned an access denied (403) error and the agency's provider manual site failed a certificate check for our fetch tool. We did not try to get around that, so this page does not describe South Carolina's home care programs, eligibility rules or caregiver pay. We would rather say that than publish rules we have not checked.

What we have confirmed

Medicaid.gov lists South Carolina Health Connections Medicaid as the South Carolina contact for Medicaid questions, with these numbers: (888) 549-0820. The same Medicaid.gov list is the place to find every state's Medicaid agency.

Medicaid.gov describes self-directed services as a model where participants, or their representatives, choose and manage the people who provide their services, with employer authority and budget authority. Whether a given South Carolina program includes this, and whether it allows relatives, depends on the program's own rules, which we have not verified.

Programs people ask about

People searching for South Carolina care at home often ask about the Community Choices waiver. We have not read the state's own page on it, so we do not describe how it works, who qualifies or what they pay. Ask the agency.

What we have not verified

We have not read a South Carolina agency page that states any of the following, so we do not state them:

  • which Medicaid programs pay for personal care at home for older adults and people with disabilities;
  • who qualifies for each program, and how to apply;
  • whether participants can hire relatives, which relatives are excluded and what training or screening is required;
  • pay rates, hours or waiting lists.

How to find out

  1. Contact the agency or your local Medicaid office, using the numbers above.
  2. Ask which programs pay for care at home, whether there is a waiting list, and whether you can choose and hire your own caregiver.
  3. Ask in writing whether a family member can be paid, and what rules apply to a spouse or a parent of a minor child.
