Arizona Medicaid home care programs: what we have verified so far

Arizona Medicaid is run by the Arizona Health Care Cost Containment System (AHCCCS). We could not read the state's program pages when we wrote this, so this page lists only what Medicaid.gov confirms and where to ask.

Medicaid in Arizona is run by the Arizona Health Care Cost Containment System (AHCCCS). We could not read the state's program pages when we wrote this: AHCCCS pages on azahcccs.gov returned an access denied (403) error to our fetch tool. We did not try to get around that, so this page does not describe Arizona's home care programs, eligibility rules or caregiver pay. We would rather say that than publish rules we have not checked.

What we have confirmed

Medicaid.gov lists the Arizona Health Care Cost Containment System (AHCCCS) as the Arizona contact for Medicaid questions, with these numbers: 602-417-4000 inside Maricopa County, 800-654-8713 outside Maricopa County and 800-523-0231 from out of state. The same Medicaid.gov list is the place to find every state's Medicaid agency.

Medicaid.gov describes self-directed services as a model where participants, or their representatives, choose and manage the people who provide their services, with employer authority and budget authority. Whether a given Arizona program includes this, and whether it allows relatives, depends on the program's own rules, which we have not verified.

Programs people ask about

People searching for Arizona care at home often ask about the Arizona Long Term Care System (ALTCS) and its self-directed attendant care option. We have not read the state's own page on them, so we do not describe how they work, who qualifies or what they pay. Ask the agency.

What we have not verified

We have not read a Arizona agency page that states any of the following, so we do not state them:

  • which Medicaid programs pay for personal care at home for older adults and people with disabilities;
  • who qualifies for each program, and how to apply;
  • whether participants can hire relatives, which relatives are excluded and what training or screening is required;
  • pay rates, hours or waiting lists.

How to find out

  1. Contact the agency or your local Medicaid office, using the numbers above.
  2. Ask which programs pay for care at home, whether there is a waiting list, and whether you can choose and hire your own caregiver.
  3. Ask in writing whether a family member can be paid, and what rules apply to a spouse or a parent of a minor child.
